How to set up a Baseline Loader document
The Baseline Loader document requires the user to fill in some essential information in order to load a Tariff into TariffShark. Below is a list of tariff metadata fields. Each is described and information is provided to help you enter an appropriate value. Required fields are shown in RED.

"tariff header" Fields

Company Short Name: This is the short company name of the Company whose tariff is being loading. The value you enter must match the name as displayed in the Context Bar.

Tariff Database Title: This is the title of the Tariff Database into which the tariff is being loaded. The value you enter must match the title assigned in TariffShark.

Tariff Title: The value you enter here will be the title of the tariff being loading.

Record Numbering Scheme Title: This is the name of the Record Numbering Scheme you wish to use for the tariff being loaded. The value you enter must match one of the existing Numbering Schemes in TariffShark. These can be viewed in TariffShark by selecting Configure > Record Numbering Schemes from the menu.

Record Format: Type the desired Record Format (Section or Sheet). Note that the baseline loader's job is to load large tariffs that have been decomposed into multiple sections or sheets. Therefore, it isn't used to load Whole Document tariffs into TariffShark. These may be loaded interactively using the TariffShark Premier desktop application.

Default Marked Document Layout: This is the name of the Document Layout you wish to use by default for the marked content in the tariff being loaded. The value you enter must match one of the existing Document Layouts in TariffShark. These can be viewed in TariffShark by selecting Configure > Document Layouts from the menu.

Default Clean Document Layout: This is the name of the Document Layout you wish to use by default for the clean content in the tariff being loaded. The value you enter must match one of the existing Document Layouts in TariffShark. These can be viewed in TariffShark by selecting Configure > Document Layouts from the menu.

Tariff Collation: A Tariff Database in TariffShark can hold multiple Tariffs. This field specifies the order in which they will appear by default in TariffShark and also (presumably) the order in which they will appear in FERC's public tariff viewer. The value you enter for this field must be a unique number - no two Tariffs in the same Tariff Database may have the same Tariff Collaction value.

TOC Item Format: This field describes the fields that TariffShark will use when publishing a tariff and generating an automated table of contents. We recommend leaving this field blank and populating its value in TariffShark after the tariff is loaded.

Index Item Format: This field describes the fields that TariffShark will use when publishing a tariff and generating an automated index. We recommend leaving this field blank and populating its value in TariffShark after the tariff is loaded.

Filing Title: This is the title of the Filing into which the tariff is being loaded. The value you enter must match the title of the baseline Filing you created in TariffShark. The Filings in TariffShark can be viewed by selecting Lists > Filings from the menu.

Proposed Effective Date: This is the date on which you propose your baseline tariff will go into effect. Enter this date in the format MM/DD/YYYY.
"title page header" Fields

File as RTF or PDF: Enter "RTF" or "PDF" in this field. Assumed to be "RTF" if no value is specified.

PDF Bookmark Text: When this tariff is published by TariffShark in PDF format, if you would like TariffShark to create a PDF bookmark to the title page, enter a value that you would like it to appear in the list of PDF bookmarks.

PDF Hyperlink Tag: When this tariff is published by TariffShark in PDF format, if you would like TariffShark to tag the title page so that an HTML link can be created that jumps directly to it, enter a tag value in this field.

Include in TOC: When this tariff is published by TariffShark, if you would like the title page included in the generated table of content, enter "yes" in this field. Assumed to be "no" if left blank.
"tariff record header" Fields
Record Number: User-assigned Record Number using a.b.c.d notation (for example: 2.4.1). This is independent of the Record Numbering Scheme (for example: "3" instead of "III").

Description: Enter a brief description of the tariff record in 25 characters or less. Because this field cannot hold much data, values entered here are typically describe tariff records generically. For example, "Section 4" or "Part II".

Title: Enter a description of the content of the tariff record in 60 characters or less. Because this field can hold more data than the Description field above, values entered here are typically more descriptive. For example, "Preliminary Statement" or "Rate Schedule XYZ".

Narrative Name: This is yet another field you may use to describe the tariff record (this time in 254 characters or less). Whereas the Description and Title fields are displayed in the FERC public tariff viewer when lists of tariff records are shown, the Narrative Name value will only be seen in the FERC public tariff viewer when the details of a specific tariff record are displayed. The most common value to populate in this field is the old-style sheet pagination for companies using a sheet-based approach for their eTariffs. For example, "Original Sheet No. 12" or "Substitute Second Revised Sheet No. 22B".
